Capital Planning · Meeting of April 16, 2026

Warren's Capital Planning Committee elected James J. Ferrera as chair and began sorting fiscal 2027 capital requests. Outgoing chair Richard J.

Eichacker nominated Ferrera, and Town Treasurer Dawn Swistak seconded; the vote was unanimous among the three members present, with Daniel Thibodeau absent. The panel reviewed an $850,000 fire engine replacement request, a $300,000 Senior Center HVAC project, and a police cruiser request estimated near $70,000, while rejecting a vague $25,000 Cutter Park request for lacking an itemized breakdown. Swistak reported the capital stabilization account holds $836,393 and free cash sits near $253,000, with $315,000 in Chapter 90 reimbursement pending state certification.

Two warrant articles already commit $300,000 and $35,000 of those funds. "I don't feel comfortable nominating Dan without him," Eichacker said. The committee set its next meeting for April 28 to finalize recommendations.
