Warren Sewer Board Denies Permit, OKs Sludge Pact

Warren's water and sewer board denies a permit over paperwork, locks in sludge hauling. The Water and Sewer Commissioners voted unanimously to deny a sewer connection permit for 109 East Road, citing a missing insurance certificate and mismatched filing and connection dates on contractor Joseph Peacore's application for Lone Oak Enterprises. Commissioner Joan said approval "should be based on whether or not he has a complete application." The board separately approved a contract with Wind River Environmental for liquid sludge transport and disposal following a competitive bid, and tabled a decision between Abrahams Group LLC and engineering firm Tighe & Bond on an FY29-31 sewer rate study, directing Sewer Superintendent Scott to obtain a third quote to satisfy state procurement rules.
The study was not funded in the FY27 budget and will likely require a special town meeting article. Treatment plant updates included July copper readings within discharge permit limits and a replaced motor on RBC unit No. 16.
